Municipal Interlocal Risk Management Agency (MIRMA) was created
by the Towns Chaplin and Willington on January 17, 2002 as an Interlocal
Risk Management Agency under Section 7-479a et seq. of the Connecticut
General Statutes. MIRMAs purpose is to develop and administer
an Interlocal Risk Management Program and to provide Insurance to
member public entities throughout Connecticut.
MIRMA was developed as a result of the inability of many municipal
entities to obtain workers compensation coverage and outstanding
service at an affordable rate. In response, the Towns of Chaplain
and Willington established MIRMA to provide stable, affordable workers
compensation insurance coverage and loss control services.
MIRMA received authorization to operate a workers compensation
risk pool on June 19, 2002. Representatives of the Town of Chaplin,
Town of Westbrook, the Town of Killingworth the Town of Willington
and Regional School District 15 constituted the initial board of
directors.
The board of directors retained the Mathog & Moniello Companies,
Inc. to perform the following functions: underwriting, claims administration,
medical case management, management information systems, interactive
training programs and risk control.
In June of 2003 MIRMA received Insurance Department approval to
operate a Property, Auto and Liability Program (PAL Program). Again
MIRMA was looking to provide its Members with stable, affordable
coverage with outstanding services. The Board of Directors retained
Wright Risk Management to perform the following functions: underwriting,
claims administration, management information systems interactive
training programs and risk control.
Due to the extremely high cost of reinsurance, the MIRMA Board
determined that continuing the Self Insured Package Program that
was in place between 2003 and 2006 would be detrimental to its members.
In order to provide the best possible Property, Automobile and Liability
(PAL) coverage to its members the MIRMA Board entered into a "Strategic
Alliance" as of July 1, 2006 with the Massamont Insurance and
its Metrogard Program. The new PAL Program which now offers insured
coverages has proved to be very competitive with MIRMA's competition.
Membership in MIRMA now exceeds 65 public entities.
